Description: The Arkansas River had completely dried up by the time I got to Dodge City. The airport attendant told me that he had only seen water in it once in his lifetime (and he looked to have at least four or more decades behind his observations). He told me the water issue is currently in front of the Supreme Court.

That was not a surprise. The Supreme Court has been involved in western water issues since the Native Americans lost their original jurisdiction (“first in time, first in right” is a situational concept in Western law).

In 1948 the Arkansas River Compact between Colorado and Kansas was formed to try to stem the flow of litigation and attorney fees. It didn’t work and Kansas took the issue back to the Supremes. In 2001 it found in favor of Kansas and awarded a substantial monetary award. Just to make sure things went smoothly, the Supremes retained jurisdiction. Eventually maybe some water will seep into Kansas. Maybe from the tears of out-of-work attorneys.

Meanwhile the farmers are pumping like crazy from the High Plains aquifer. It had dropped some 10 to 50 feet by 2006 around Dodge. There is a lot more outgo than income.

    Just wait until the eastern water wars are in full swing. The first shots have already been fired (Appalachicola River), and the St. John's battle will soon be in full swing. You guys in central Florida may soon have briny water to contend with!<br /><br />He who controls the water (or maybe that was oil?) or both.

    Tampa build the largest Desalinization plant in the US (the world?) a couple of years ago...years behind schedule and double the budget - it still is nowhere near living up to it's promise.
