Description: Many years ago I found an old Buc II and wanted to learn to fly the light amphib. Roy Zimmer volunteered to tackle the daunting task.

I didn’t know it at the time, but Roy is a local legend. He has flown his single place ultralight Buc XA from Orlando to the Amazon River and Angel Falls. His two place Buc II is one of the oldest flying and has been to Oregon and back. I love to hear his tales of improbable flights. He never talks about his days as a Navy Seal during the Vietnam War. I was told by others, however, that his fearlessness in an airplane was won at the expense of being in much more hazardous situations.

Roy’s invitation to lunch yesterday was not without some hazard. He invited me to join him at Houston’s on Lake Kilarney. Houston’s is in the seaplane unfriendly town of Winter Park. “Don’t worry about it,” was Roy’s advice. “Just land on the west side of the lake. It’s outside the town’s jurisdiction.”

On his flights Roy has faced down military goons and hostile South American Indians. I wasn’t worried at all about the Winter Park police.

    A'hemWinter Park Police has never had an objection to landing on Lake Killarney. As a matter of fact every once in a while, one will show up at Houstons to assist with docking...Besides, it's ,Maitland that prohibits any seaplanes. Winter Park code only restricts "Regular" seaplane activities.<!-- >'"><br><font color=red size=6>' or &gt; missing in user HTML. Please fix the HTML.</font> -->

    It's true, Dave, that Lake Killareny is a limited exception to an otherwise hostile environment. As you noted, 'regular' seaplane operations are prohibited. This was an irregular activity, though after a great fish sandwich it could become more regular. Roy says there actually used to be a seaplane base on the east side in Winter Park. It is definitely gone now. By ordinance Winter Park prohibits seaplanes on any lake in the city (see Section 114-75 of the Winter Park Code of Ordinances) except Lake Killareny (see Ordinance 2528-03). This exception was negotiated when the city annexed the lake.

He's watching out for you.<br /><br />SEPTEMBER 8, 2003<br />PUBLIC HEARINGS:<br />a) ORDINANCE NO. 2528-03: AN ORDINANCE OF THE CITY OF WINTER PARK, FLORIDA, AMENDING CHAPTER 114 'WATERWAYS', PROVIDING FOR A NEW ARTICLE III, SO AS TO ESTABLISH A LAKE KILLARNEY ADVISORY BOARD; AMENDING SECTION 114-58, 'USER FEES' TO WAIVE THE REQUIREMENTS FOR SUCH FEES ON LAKE KILLARNEY; AMENDING SECTION 114-75 'USE OF LAKES AS LANDING PLACES FOR SEAPLANES' SO AS TO PERMIT SEAPLANES TO USE LAKE KILLARNEY AND ADOPTING A NEW SECTION 114-80 'PUBLIC BOATS RAMPS PROHIBITED' TO PROHIBIT BOAT RAMPS ON LAKE KILLARNEY.<br /><br />Second Reading Attorney McCaghren read the ordinance by title. No public comments were made. Commissioner DeVane addressed Section 114-75 that allows anyone to land seaplanes on Lake Killarney and asked if that is the intent of the Commission. There was discussion about the planes that land to dine at Houston’s. Attorney McCaghren suggested to monitor the type of activity on the lake and if the plane traffic increases and the lake cannot withstand the traffic, the ordinance can be revisited. There was consensus to revisit the ordinance to determine if any problems have surfaced.<br /><br />Motion made by Commissioner Metcalf to adopt the ordinance, seconded by Commissioner Eckbert. Upon a roll call vote, Mayor Marchman and Commissioners DeVane, Metcalf, Eckbert and Storer voted yes. The motion carried with a 5-0 vote.

    Lake Killarney does not have any restrictions that I know of. (and I would know)<br /><br />Lake Virginia and Osceola (and Lake Maitland as far as Winter Park is concerned) are covered by the following ordinance. <br /><br />It shall be unlawful for any person to use any lake covered by this chapter as a regular landing place or base of operation for float planes or seaplanes, but nothing in this section shall be construed to prohibit the use of the lakes by such planes in case of emergency <br /><br />*A precautionary landing because of a fluctuating oil pressure indication would be an example that I would put under the catergory of 'emergency'.<br /><br />

    Are you quoting an update of the Winter Park Municipal Code Section 114-75, Dave? According to the Municipal Code web site, Codified through Ord. No. 2751-08, enacted Oct. 14, 2008, (Supplement No. 31), the lakes are closed except Killarney (reference <a href="http://www.municode.com/resources/gateway.asp?pid=11730&sid=9">http://www.municode.com/resources/gateway.asp?pid=11730&sid=<br>9</a> ). It is great news if your information is more current.

    Yes, The quote was from the actual posted code. I'll admit most police and some supervisors do not have a working knowledge of the waterways as they relate to seaplanes. But it is accepted by all, that seaplanes are allowed on Lake Killarney.<br />The lakes were however closed to motorized boats after recent flooding to prevent damage to the shorelines. But that has been lifted.
