    Perhaps not indecision, Frank, but maybe indirection? It's a classic soon-to-be oxbow lake in the making, typical of meandering rivers and streams (Downunder they're called a billabong). A natural consequence of the greatest erosion taking place on the outside of the curve. Deposition naturally occurs on the inside of the curve. No bulldozer other than water needed.
