Description: About 6 miles below Berkeley Plantation these power lines cross the James. The towers are far too visible, but the wires? Squint to see them.

See the balls, too?

Here's a somewhat closer look at the wires--more or less visible--with some of those 'Your balls saved my life' on them.

(The houses were there before they planted the towers and strung the wires.) Attachments:

I guess the only concern was to water craft getting under the cables not low flying aircraft flying down the river. In this case the pilot is expected to be knowledgeable of where and how he is operating his aircraft.

Right. The towers are 429 feet tall on the sectional chart, and the bottom wires are probably around 300 feet halfway between them. Seagoing freighters pass under the wires easily. Those balls look very tiny by comparison and are hard to see, even when you know they're there.
