Wild guess: Group of floating docks with walkways aboard . But why out there? Maybe freeze
protection?

Relocation of floating foot bridge? I suspect that the segments are under tow by a boat that is out-of-sight to the right of the picture.

That's a deep lake with a steep drop off close to shore, something those of us here in Florida are generally unfamiliar with. Those are the floating parts of the residential docks with the gangway that attaches to the fixed portion. I would guess they are being delivered to the homeowners after being stored elsewhere over the winter.
Winter and lakes going solid is another thing we Floridians must live without. Dang.

Yes sir. We have a winner. It's a yearly thing folks up
north have to do to keep their docks from being
damaged from ice. The power authority that controls
the lake also lowers the water level to control
vegetation at the waters edge and to allow home
owners access to the shoreline for repairs. Attachments:
