Don, this is a very old tempest me thinks.
Except for the CKY4 plate provided by the late Maurey East (former Killarney Lodge owner) there does not appear to be
any current published reference to these restrictions.
Dave, do you happen to have access to a current CFS Water Aerodrome supplement?

Turns out that this was a couple of years ago. Initiated by an AME who runs an aviation mtce facility in the area.
Talk about biting the hand that feeds you. His business suffered as a consequence.
No restrictions in place except :
' Land in outer harbour if there is boat traffic in the inner channel '
