I thought the Catherders had already posted their own permanent flight restriction in and around Orlando requiring prior permission before entering.

You are refering to the Mid-Florida COA (Catherders Operations Area), a fifty mile ring around X61, Randy. It is actually not a 'flight restriction.' It only requires prior radio contact when it is hot. Otherwise, enter at your own risk and know your intercept procedures.
