    Just talked with community relations woman for Lake Wallenpaupack in NE Pennsylvania. Seaplanes are now banned. There have been no incidents that I know of, and very little seaplane activity (mostly just me - and a guy with a 185 who lands maybe 4 times a year). FERC licensing regs say that a hydropower lake must provide recreational access, but this does not guarantee seaplane access. Some lakes/companies/towns/etc have prevailed in court (it's reasonable to ban 'dangerous activities'). Wallenpaupack's policy (though no one adhered to it) for the last few years or more was to allow seaplanes if they obtained a permit AND had $5 million liability insurance (catch 22 as this is impossible). The new policy being written (or in the approval/printing process - couldn't get a good answer) is to ban seaplanes outright. They said for the last year or 2 they wouldn't give a permit even if you asked for one....<br /><br />So you can happily run your 2,000 hp boat at 100 mph with no liability insurance.....but....<br /><br />Next stop is to talk to the PPL (the power company that owns the lake) legal folks and SPA and some other local pilots (not in this order)...<br />

    SPA definitely needs to be aware of this, but no guarantee they can reverse it, though they've had success in other areas. Any lake closing can set a dangerous example and encouragement for others to follow.

    I think it's especially important in this case, beause Wallenpaupack is quite a large lake, and it's in Pennsylvania, which is not a seaplane-friendly state.     Get help through the SPA,EAA, and AOPA. This is just someone in your town not wanting you on the lake. What does the PA aviation authority say about lake access?

    I've been talking to Chuck Martin (regional SPA rep). He's bringing in SPA national and knows people in the power industry. I'll keep you posted. Anybody with political clout in PA or nationally (say sitting on the board of FERC) - or in the power industry - let me know.
